In fixing salary scales, it is necessary to consider what sort of salary is required to enable the individual concerned to meet the responsibilities which the average person may expect to have to face. In this connection, the average man marries and has the responsibility of supporting a wife and bringing up a family, and consequently his expenses are much heavier than that of the average woman. Whatever the arguments for equal pay may be, this is an important factor which cannot be disregarded, and it is generally recognised as justifying differential rates of pay for men and women.
It does not, however, apply in the earlier years of service, and consequently there is no justification for differentiation during that period for"first entry "posts, i.e. posts for candidates who have just completed their education. In the Home Civil Service, for instance, the scales for"first entry" posts are the same for men and women during the first 2 or 3 years of their service; thereafter the men receive larger increments and their scale rises to a higher maximum. Differentiation is maintained also in all promotion posts.
