(g) Chief Labour Inspector: Judging by the salaries proposed for all Labour Inspectors, this is a very low type of job. The C.L.I (doubtless promoted from lower ranks) is equal to the Chief Health Inspector and the Deputy Chief Fire Officer and the Superintendent of
e Govt. Garage among others, but he has not even the prospects of an engineer in the P.W.D., much less an Executive Engineer. Presumably he will have many responsibilities, including staff, yet he is given a grade lower than that of Senior Executive Officer Grade II (see p. xxii of App. III). Ferhaps he has a chance of pro- motion to an administrative post in the department, but he is apparently not to be rega ded as a person of ruch weight.

h) Labour Inspectors Grade I are supposed to have a diploma in Soc. Sci. (they will generally be romoted from Grade II). Yet their minimum is less than that of Asst. Mental Attendants, Wireless Technicians and many other Govt. Officers.

(j) Labour Inspectors Grade II (male): Though the se officers have presumably good chances of promotion, they must start lower than dispensers and dressers their chances of carrying much weight with influential employers must be slight. They are regarded as slightly better than a Grade II clerk.
(k) Lbour Inspectors Grade II (women): The Commission seems to have made some error here. In general they considered (p. 14 para. 33 of their report) that women's scales should be 80% of men's, yet they suggest starting these officers at less than 50% of what their male colleagues receive! Only on acquiring a soc. sci. dipl. may they ṛroceed to grade proportionate to the men's, though the men require this dipl. only for promotion to Grade I. Without a diploma they are to be graded as uncertificated women teachers, but men without a dipl.are
not to start as low as uncertificated male teachers. These women ould start at salaries less than those of probationer nurses and much less than masseuses a woman clerk has a much higher max. to aim at. Surely it is
