I showed your letter, commenting on the salary proposed for the Director of Education by the Hong Kong Jalaries Commission, to Dr. Sloss, and he tells me that the Director of Education did in fact suggest that his post should be graded level with those of the Director of Public Works and D.M.9.
This suggestion was
considered by the Salaries Comm- ission, but was rejected, against Dr. Sloss's own personal views, by a majority, influenced by: (a) the grading hitherto agreed upon, and (b) a conviction after inquiry, that the extent of the Director of Education's responsibility is atpresent materially less than that of the other two Heads of Departments.
I hope this explains their
decision.
