There are a few instances, on which further information or discussion will be helpful before

1 final concurrence is given a detail, namely; para. 69. Specialist allowance,in respect of consultative practice - Medical consultation

is normally performed outside the duty hours of the Government Medical Officer. In many colonies the Government Medical Officer, is allowed

50, of the fee and the other 50, goes to government to compensate for use of government instruments, light, space etc.

I see no objection to the proposed alternative that Government Medical Officer receives bonus or honorarium provided that it amounts to 50% of the fees collected by Government, or is fixed some definite basis.

Re: para; 105

If a candidate for a post

as Assistant Medical Officer is a graduate of a Medical School whose medical qualification

is registerable in the U.K., then I think the preliminary two year's experience as a houseman which has been recommended should be reduced to one year

post graduate hospital experience.

Re: para. 156(ii),I do not see why an Assistant Medical Officer if he is not fortunate enough to be recommended for study leave should

be debarred for 10 years from accurating his leave so that he can pursue post graduate study at his own expense. I suggest that this 10 year bar be reduced to 5 years.

Re: Appendix 4 page CVI- Head Attendant and Assistant Attendant. The salary of these two posts must indicate that these attendants are trained mental nurses. The word attendant to me suggests to an uncertificated person.

I consider it would be appropriate at this time to alter the title of these two posts to Superintendent Mental Nurse and Senior Mental

Nurse respectively.

In view of the above comments I think in so far as the Medical Department is concerned that the recommendations of the Commissioners can be agreed to in principle.
