creating new posts and will be considering the position of existing social workers attached to other departments. I note, for example, that probation officers and the Reformatory School are included in the Department of Prisons. There may well be a good administrative reason for this extraordinary arrangement but I suggest tha very early consideration be given to the staff requirements in the services dealing with the treatment of delinquency. As a first step, and to place the emphasis in the right place, i suggest that probation officers be transfered from the Prisons Department to the Department of Social Welafee. The Reformatory School should certainly not be in the Frison Service and would be better transfered to Social Welfare. My remarks on welfare officers' salaries apply with equal force to probation officers' salaries.

I see from the list of witnesses who appeared before or submitted written representations to the Commission that the Director of Social Welfare does not seem to have had an opportunity of stating his views. It is, therefore, possible that the Commission did not receive full information on the scope and relative importance of a welfare service and that sufficient consideration was not given to the functions of welfare officers in relation to

those of other technical officers. I should like to comment on this question in greater detail after I have had an opportunity of considering any views held by the Director of Social Welfare. If the proposed salary scales are in general approved would it be possible to reserve a decision on social welfare salaries? The fact that the service is a new one and the Commission's report seems to have been prepared before the department was properly established may provide a reason for further and more detailed examination of the position.
