We have given careful thought to your comidential letter of the 16th June about the Public Services Commission, which has been seen by Ministers, and we accept your

conclusions that Administrative and Police vacancies should be referred to the Comission in the same way as all others. We note your view that the day when good local material ay no longer be insufficient to fill the se vacancies is not likely to come in the near future, and we agree that we can trust to administrative action to ensure that a suitable proportion of the vacancies is remitted to the Secretary of State to fill from among European candidates.

I sote that you agree with the amendments to the Bill which we sug ested in the Note enclosed with my letter of the 30th April. to the point raised in your paragraph 6 about Clause 5 of the Bill, concerning the appoint- ment of the Establishment Officer as permanent Secretary to the Commission, we would see no objection to an amendment in the sense you suggest.
