I am not at all happy about the promotions. One of the difficulties about all this is that the Colonies are rushing aneud with the establishment of Public service Commissions, while we in the U.Ü. have been slow in considering precisely what degree of control the J. of J. should retuia in the filling of higher posts. what we had sentrally in mind in Col. 197 and 1. the African Confurunce discussions was that the J. of 3. should retuin control of super- scale posts in the administrative and professional services. A list would have to be drawn up for euch Colony.
This has probably been held for the revision of Col. Rejs. Part I, but I hope C...D. will get on to it quickly, or we shall firai that the pas3 has been sold.
It seems to me that the present fons of the 3ingapore Bill is quite unacceptable on this point. We could have swallowed the original fona, but the new 11(1)(c) is too wide. It must imply to the ordinary mind a commitment to fill super-scale posts by promotion from the time-scale.
It is not easy to find a solution, as we don't want to provoke cont.oversy by advertising the S. of 3.'s control or to appear to disparage the authority of the Camis ion. I an inclined to thing that the point might be met by altering the clause to read:-
"the qualifications of officers serving o.. any time-scale for promotion to super-scale posta",
I should be grateful if this could be further considered.
