There is action outstanding on the 1948 part of the file (see minutes there on concluding with Sir Thomas Lloyd's of 31/3). I discussed this with Mr. Paskin while Mr. Sidebotham was on leave. Mr. Paskin agreed that, since X in the draft despatch on the 1948 file must come out (as Sir Thomas Lloyd indicates) and since we cannot either omit reference to the important point it deals with or satisfactorily substitute anything else until we have exchanged views with the Governor on the policy point raised by Mr. Paskin in his minute of 18/3, the best thing is not to reply officially yet by despatch, but, with the s.o. letter which will discuss the policy point, send also, for the Governor's information, the less important points which the despatch will convey formally later.
Draft s.o. letter accordingly herewith.
2. I am sorry conson of (1) has been somewhat delayed by pressure of urgent work. I have in the last sentence of the draft s.o. referred to it and promised a telegram "shortly". It may be possible to change the phrase if a telegram can go at once. I see no objection to Mr. Megarry's appointment on the terms proposed, but C.S.D. will doubtless advise. I accordingly pass through them.
I have put in red since the Governor asks for a telegram.
