but (when the Ordinance is being drafted,
it will be necessary to have regard to

the fact that, in the exercise of certain
of its functions, the Commission can only be an advisory body.
(f) Paragraph 175. It is presumably
intended that the Chairman and the members
of the Commission should be appointed
by the Governor. The duties of members
may well result in their being required
to devote more time to them than
could reasonably be expected on an
honorary basis. In that event you would
no doubt wish that discretion should be
reserved to you to allow service of
members to be remunerated.
Where no comment has been made I agree
with the views and recommendations of the
Salaries Commission, end subject to your
further consideration of the proposals in
the light of the foregoing comments I approve
of the establishment of a Public Service
Commission.
