Public Services Commission.
Public Services Commissions have so far been established only in Ceylon and Malta. I enclose
a copy of an extract from the Ceylon (Constitutional) Order in Council 1946 providing for the Public Service Commission in that territory. The Public service Commission in Multa is modelled on that of Ceylon. I also attach a copy of the New Zealand Public Service Amendment Act, 1946 which you may find useful.
A memorandum for the guidance of Colonial Governments on this subject is under preparation but it is regretted that it is not yet ready for issue.
