officers concerning conditions of
service as are referred to it by the
Governor. It would be for the Governor
to decide whether particular
representations should be so referred,
depending upon whether any point is
raised upon which the advice of the
Commission is needed and having
regard also to the desirability
of keeping the Commission fully aware
of any shortcomings in conditions of
service that might adversely affect recruitment.
Clauses 7 and 8. These should be amended
also
so as to apply, to a temporary Chairman

or member.
4. I agree that there are points of detail
oncerning the Commission which cannot be

ettled at this stage and it may be that,
in the light of experience, changes in
regard to the comasition or functions of
the Commission will be considered desirable.
I should be grateful therefore if records
of the working of the Commission could be
cept and a report furnished in, say, two
ears' time or possibly earlier, with
roposals for such adjustments as may be
ought necessary.
