On point (ii) in paragraph 1 of

Mr. Wallace's minute, I am afraid that I remain of the opinion that it would be undesirable to retain the first paragraph of the comment under the heading Paragraph 173(i) in the draft despatch to Hong Kong. That paragraph, as at present worded certainly suggests to me that the opening of posts to local candidates will not necessarily be governed by the existence of suitable local candidates which I thought was to be the main criterion. That paragraph seems to me definitely and unnecessarily to detract from the policy laid down in Col.No.197. I should have thought that the second paragraph of the comment with the addition proposed by Mr. Wallace in his minute would adequately safeguard the position of the Secretary of State and the Governor in this matter.

I do not wish to press the suggestion in sub-paragraph (iii) of paragraph 1 of Mr. Wallace's minute.

In particular i do not think that we should send to Hong Kong the whole or .G.J.No.4. Some of the views expressed in the other parts or that Memorandum proved to be controversial, and have been considerably recast in the Report (now under consideration) of the Colonial Service Committee. All that we need send to Hong Kong (as an extract With the heading shown on the slip in the copy herewith) is paragraphs 11 to 21.
