is to be considered at the forthcoming African Governors' Conference, and it may be possible to express more views on this question later on. It is not, ? however, intended that public service commissions should
normally deal with conditions of service. The
representations from Staff about conditions of service should normally be dealt with through the Whitloy Counsel machinery.
