In the circumstances I urge that the earliest possible approval may be given to the
recommendations of the Hong Kong Salaries Commission.

In order to facilitate the cxamination of these proposals in London,
I have arranged for Mr. Sloss to be in London at the disposal of your advisers
between September 25th and October 20th. I have little doubt but that the presence
of the Chairman of the Commission will be found of great assistance and will serve
to expedite a decision which it will be dangerous to delay.

In conclusion, it is right that I should pay a tribute to the work of
all members of the Commission and in particular to Mr. Sloss. The Commission was
a strong one composed of loading members of the community including two members
of my Executive Council; they/willingly devoted a very considerable part of their
time over the past four months to the production of this important report.

valuc. Their achievement is that in spite of the difficulties and complexitics,
they have produced a scheme which in my opinion forms a sound basis upon which to
determine the omoluments of the public service for years to come. This achievement
would have been impossible without the tact, drive and vision of Mr. Sloss.
