for the salary of the Director of Fisheries, a post which we understand has not yet been filled. The present salary of the Artist has been increased considerably above his pre-war rate and we have made no recommendation for revision. There are ther temporary posts created since the reoccupation in the Wholesale Vegetable Market Section and in the Fisheries Department for which we have not recommended revised salaries, but it should not be difficult for Government to assign salaries to those posts in keeping with our general recommendations if it is intended to retain any of these posts on a permanent basis.

For agricultural officers we propose entry into the professional and administrative scale at the same point as masters in the Education Department. We consider that there should be a promotion bar between the grades of agricultural officer and senior agricultural officer at $16320 per annum. We recommend that assistant agricultural officers and agricultural assistants grade I should be required to have suitable University degrees before entry and that they should be placed on the same scale as assistant masters. We recommend that the title of the assistant storeman in the Agricultural Department should be altered to stores attendant and that this officer should be placed in the semi-skilled grade. We recommend that the senior foreman in this Department should be known as a foreman grade II.

We understand that the Superintendent of the Fisheries Research Station is a qualified scientific officer and we recommend for him the game scale as for agricultural officers and senior agricultural officers. We recommend a similar scale for the Forestry Officer provided that he holds the recognised professional qualification In both cases there should be an efficiency bar in the scale between $15600 per annum and $16320 per annum. We recommend that there should be two grades of assistant forestry supervisor separated by a promotion bar and that there should be a further promotion bar between assistant supervisor grade I and supervisor. We have placed the Forest Protection Officer on the same level as an assistant supervisor grade I. We suggest that the forestry inspector should be renamed forestry overseer and that new titles should be given to certain of the Forestry foremen in accordance with our general scheme for the grading of fofemen. We also recommend that certain titles in the Gardens Department should be altered to conform with our general scheme for the grading of storekeepers and foremen.

We propose for the Assistant Co-operatives Officer the salary of executive grade II, General Clerical Service. We suggest that he should be required to pass an efficiency bar of a standard comparable with that required of executive grade I before he proceeds on to the equivalent of the executive grade I scale.
