Recommendation
Dr. Sloss stated that the assumption has been that
men of these Services will start 2, 3 or 4 years
later than Administrative men. In all cases
previous experience and post-graduate training are
assumed as normal. It is a fact, however, that
Auditors and Forestry officers are generally the same
age as Administrative Officers, and Agricultural
officers are only slightly older.
Education Officers with no experience will also be
of approximately the same age and, in these
circumstances, C.S.D. consider the minimum for all
these grades should be reduced to $720 per month.
3. Prisons Officers

The scale in the report starts at 880/and rises,
direct to 1,680 a month. This is much better than
the Police scale which starts at $640 a month and
rises to 1,300 and then, subject to a Promotion Bar,
to $1,360 rising to $1,600 a month. In all other
Colonies and in the present Hong Kong scales the
Police scale is decidedly the better scale.
therefore, suggested that the maximum of the Prisons
scale should be reduced.
