Although rates of expatriation pay have not yet been approved in detall, the 8. of S. has agreed in principle to Commission's general proposal that expatriation pay at the rate of approximately 20% of (?basic) salary should be offered as an inducement to qualifiedofficers from overseas when suitable local officers of required qualifications are not available.

The S. of S. has agreed that recommendations relating to salary and allowances, as finally approved, shall be effective as from 1st January, 1947, the date recommended by the Salaries Comission.

It will be appreciated that some delay in implementing Commission's proposal is inevitable in order to allow time for now salaries (group omitted ) calculated and for necessary administrative and accounts arrangements to be made, but every endeavour will be made to expedite transition from old scale to new and payment of arrears, once final approval is received,
