Detailed conversion tables have almost been completed and necessary circulars and administrative instructions are in advanced draft. If your immediate approval of recommendations were given, payment of arrears for majority of services could commence on 15th January.

As regards Imperial personnel, I understand that the Admiralty civilians who are married with families in Hong Kong receive non taxable colonial allowance varying from £(sterling)625 per annum on U.K. (?salary omitted) of £(sterling)350 or below, to £(sterling) 800 per annum on salary of £(sterling)800 and upwards, if no accommodation provided. If accommodation is provided, colonial allowance is reduced to £(sterling)475 rising to £(sterling)600. In addition Admiralty civilians are allowed to purchase food and clothing at reduced prices and also have certain Naafi facilities. Admiralty representative visited Hong Kong last summer and consulted the Commission regarding cost of living in the Colony. It is understood that his preliminary conclusions were similar to those reached by the Commission. Few Army civilians here receive roughly the same allowance as Admiralty civilians.
