I do not consider it necessary to include roference in public announcement, draft of which was sent to you in my telegram No.1879, to method by which adjustment of high cost of living allowance will be made, but will do so if you wish, Ny main concern is earliest possible
publication of announcement. It is most important that this
should be made before the end of the year, as local Pross have led officera to believe that decision will be announced before then,

If any reference to this subject is inserted in announcement I consider 16 best to rely on appointment of a Board of Reviewers of a character to command public confidonee,
