for an expatriate officer. (£1472 after deducting rent).
The Chairman of the Commission is of the opinion that
this maximum is justified by the lack of promotion
prospects for administrative officers in Hong Kong.
But although prospects in Hong Kong are rather less
favourable than in Malaya, the high maximum may make
it very difficult to transfer an officer from
Hong Kong to another Colony, - a possibility which
must be envisaged, and it is proposed therefore to
suggest to the Governor that if practicable this scale
should be broken by a promotion bar which might appear
at say between $1660 and 1740 in the scale. The number
of posts above the bar should, of course, be sufficient
to afford a reasonable chance of promotion for every
efficient officer.

(2) Scales for Auditors, Agricultural Officers,
Forestry Officers, Fisheries Research
Officers, Education Officers.
It is proposed by the Commission that the scale
for these posts should start at $800 per month, as
compared with 720 for administrative officers.
Auditors, Agricultural Officers and Forestry
Officers are of approximately the same age (22 or 23)
on entering the Service as Administrative Officers
and the initial salary suggested by the Commission
might well, in many cases, give these officers and
advantage in salary over Administrative Officers of
the same age for the first 12 years of their service.
It is considered, therefore, that the starting salary
of these officers should be 720 per mensem. An
alternative arrangement would be to give Administrative
Officers a double increment at the end of the third year
of service.
