Your paragraph 10 Retrospective effect.

I feel that strongest possible line will have to be taken from the beginning that financial position of Colony does not permit an earlier date than 1st January, 1947. For your information on 9th December Malayan Governments made public announcement regarding Trusted Report and included statement that they proposed to recommend to Secretary of State that retrospective effect be given to 1st August, 1947.

To Your paragraph 11 Payment of part of arrears in scrip of new loan or in savings certificates, In view of your comments I do not wish to press my suggestions, though I note that you will invite officers to accept part of the arrears due to them in scrip. I will telegraph later on the point you raise regarding a supplementary loan issue for this purpose,

Recommendations of Commission relating to salaries and allowances may be implemented as soon as you are in position to do so subject to foregoing and to further consideration of acting pay (paragraph 54 last sentence) outfit allowance and recommendations regarding Governor (paragraph 71) on which I shall be addressing you later.
