If first issue or loan of dollars Hong Kong 50,000,000 should be over-subscribed before payment of arrears is made, I do not (repeat not) consider it would be suitable to make further issue restricted to Government officials,
In case of over-aubscription of first issue you would no doubt consider in the light of circumstances whether further public issue should not be made,
