Expatriation Pay.
For the sake of uniformity between tho Far Eastern territories I am prepared to agree to the revised rates suggested by Malaya and, in view of paragraph 1. of your telegram No.1976 of 1947, I propose unless you see any objeation to announce these revised rates on 20th January. I wish, however, to reserve the right to mako further representations regarding rate of expatration pay on salaries between £1,200 and 21,400, since the effect of Malayan proposal would be to reduce the tops of certain time acales below the level recommended by Hong Kong Commission, and it will be necessary to study this question in the light of your telegram No.44 regarding high cost of living allowance for saleries over £1,125. however, anxious to make an early announcement so that the majority of expatriated officere may know what their position will be, and will take up this point later.

I wish to make a similar reservation in regard to proposal in paragraph 4 of the Governor General's telegram under reference, that women drawing over £700 por aunum should draw 80% of expatriation pay for men, Number affected is likely to be small and I would prefer equal rate of expatriation pay for women and men in Hong Kong since all woman's basic salaries in Hong Kong have been fixed at 80% of men's, adoption of Malayan suggestion would throw this relationship out of gear in the higher salary range.
