In the second place, as the Governor points

out, the Matron, Grade I, Hong Kong

emoluments in this country.

There is no comparable Rushcliffe salary

for the administrative post of Principal Matron, but

it should clearly be higher than that for Matron,

Grade I. It is not clear why the post of Principal

Matron, Malaya is graded with that of Matron, General

Hospital, Singapore, but there is justification for

the Hong Kong salary in the fact that Hong Kong, alone among Colonial territories, enjoys

reciprocity with the United Kingdom in respect of

nursing qualifications and has, for example, much

higher standards of nursing than Malaya. The

maintenance of these high standards places

on the Principal Matron, Hong Kong, a greater

responsibility
