As regards the Administrative scale, while eliminating the series of 390 incremente towards the top of the scale, we have aimed at the same time in the proposed revision et not upsetting the general balonce between that scale and the scales for other services proposed by the Commission and already approved. There would have been no justification for accepting the other scales and substantially reducing the attractiveness of this one.
