As regards the Administrative scale, while eliminating the series of 390 incremente towards the top of the scale, we have aimed at the same time in the proposed revision et not upsetting the general balonce between that scale and the scales for other services proposed by the Commission and already approved. There would have been no justification for accepting the other scales and substantially reducing the attractiveness of this one. (we have in fact already bad information from Hong Kong that local reaction is that the Commission's proposals for the Administrative Service are more disappointing to officers than those for other services). I attach a statement which shows the Lasic salary scale now proposed compared with the existing scale and the Commission's proposed scale, and also with the existing Malayan scale and the Trusted proposed scale.
