1. will you please refer to our savingram No. 980 of the 30th December, 1947 to the Governor of Hong Kong and to his telegram Yo.75 of the 20th January, 19487 Savingram No. 680 was based on a Note by our Colonial Service Department dated the 17th December, 1947, of which I sent you a copy with my letter No. 53723/47 of the 22nd December.
2. I attach drafts of a telegram and savingram which it is proposed to send to Hong Kong dealing with the points raised in the above communications. I hope you can concur in these. The two comparatively minor points raised in paragraph 2 of the draft savingram are new.
3. The Governor's comments on point (e) to (h) of our savingram No.680 given in his telegram No. 75 have been discussed here and it has been decided that his views should be accepted. Point (h) (basic salaries of Principal Matron and Matron Grade I) is, I think, the only one on which I need comment.
4. In the first place the uniform scale of expatriation pay since agreed on for Hong Kong and Malaya has narrowed the gap between the Trusted and
