Department because lack of facilities for requisite professional training in Social welfare in Hong Kong might mean a prolonged period on salary equivalent to that of uncertificated teacher. This point as regards Social welfare Department may await later consideration since that Department has hardly begun to function as such, but paragraph 142 refers to 'social welfare officers in other Departments" for whom salaries have been proposed. Grateful to know which are the officers in point and whether you consider in the light of the above that proposed salaries may be accepted.
(ii) Labour Inspectors Grade II. I am not clear why proposed initial salaries for Men and women Labour Inspectors Grade II depart so markedly from normal 80% ratio of women's to men's salaries. I should be glad of explanation on this point.

Subject to points raised in paragraphs 1 and 2 above and to the two outstanding points referred to in paragraph 23of my telegram No.3!!., on all of which I should be grateful for your comments, I now accord formal approval to all basic salaries recommended by the Commission.
