My immediately preceding telegram.
My paragraph 5, I wholeheartedly agree with proposal in your telegram No. 159 to appoint Committee to go into the whole question of temporary and cost of living allowance and would have no objection to work under heads (1) and (2) in paragraph 1 of that telegram being started forthwith. As regards heads (5) and (4) in the same paragraph, I fully endores objectives you have in mind but regard it as very important that the work should proceed in closest coordination betwsen Malayan territories on the one hand and Hong Kong on the other. I should be grateful therefore, if before commencing work under these heads you would consult Govemor Hong Kong, to whom this telegram is being repeated, and to whom you should repeat your telegram No, 159, with that end in view. After consultation with Hong Kong, please let me know what you propose.
