In my minute of 5/3/48 above, I dealt
with the case on its merits with the information at my disposal hereon. I did not know that there had been particular difficulty in getting Treasury agreement to the Salaries Commission's
in fact, I think that this

paper contains the only indication I have seen that the Commission's recommendations, subject to some revision of the rates of expatriation pay taxHongxkang, have been approved, and that approval of them has been conveyed to Hong Kong. I appreciate that, as there was difficulty in getting Treasury Agreement to the revision as a whole, it may be inadvisable to raise this particular case now, and I will not press it.
2. I return these papers as requested, and I shall be glad if you will let me see, in due course, the Hong Kong salary revision as now approved.
