increase (£330) over the pre-war emoluments is not inconsiderable. Moreover, before the Harragin revision the pensionable emoluments of the Director of Audit in Nigeria were £1700, i.e., £200 more than in Hong Kong. It is now proposed that the emoluments of the Hong Kong post should be raised to a figure which will give pensionable emoluments £30 in excess of the Nigerian post. This seems to me to be quite wrong, and unless the Hong Kong post is incorrectly graded in relation to other posts in Hong Kong as to which there is no evidence, I do not think that any further revision is justified.

The Governor in making his recommendation no doubt fully considered this in relation to other posts in Hong Kong affected, and clearly reached the conclusion that the post of Director of Audit would not be incorrectly graded in comparison with other local posts if placed slightly above the Deputy Director of Public Works and Crown Solicitor, and I think there is no doubt that he is right.

As regards the comparison with Nigeria, the position that the Director of Audit of Hong Kong would, under the Governor's recommendation, receive slightly more than the Director of Audit of Nigeria, is not a material objection, because, apart from the fact that a comparison of salaries in two widely separated Colonies under different conditions is of doubtful value, it is very questionable, in my view, whether the salary of the Director of Audit of Nigeria is high enough at present.

The proposal after all is only for an increase of £50. p.a., and only £30 over the recommendation in the Sloss report, and I hope that the Governor's recommendation will not be over ruled.
