I hope that you will agree that, in view of the arguments aiduced in the Gover.or's telegram, we should approve the proposed application to anlaries above 21125 per annum of the rate of $318. 15s already approved for the salary range 2750 £1125 per annum, on the understanding suggested in paragraph" 3 of the Governor's telegram, that a clear warning should be given to the officers concerned that the rate will be reviewed by the 1st July, 1948, and that no guarantec can be given that the oard of Review will not recommend the introduction of a tapering scale of allowances on salaries above

a certain point, or the termination of the allowance altogether after the 30th June, 1918.
