Serving officers have already made representations that the sole as recommended by the. Commission is inadequate, The effect of your proposed revision will be to reduce it yet further over the upper half of the scale. Problem is complicated by the fact that officers of 12 years seniority and over are all on pre-African scale of· 3450 27,400 and, if brought on to the revised scale according to their years of service, they wall suffer a loss in pensionable emoluments which will continue from the 12th to the 18th year, Admini- strative time scale as revised is the only time scale in which the acceptance of new terms would involve a considerable number of officers in an immediate and continuing loss in pensionable emoluments. I have considered meeting this difficulty by allowing officers on the pro-African scale to convert one increment ahead of the point reached by years of service buf although the Commission recommended in paragraph 198 special considerawon in cesee of this kind, I think it would be open to objection to apply epecial conversion rules` 60 one branch of the service only. am prepared in order to conform with practice in other Colonies, to meet your objections to the size of increments recommended by the Commission for the upper half of the scale, I recommend that the scale amended as you propose should be reduced to a 19 years scale by the omission of the third step of $750 per mensem, The scale would then be $720 for two years, then 6800 by $40 to $1,000 then $1,180 x 850 to 81.420 x 480 to $1,900, A cadet officer on promotion normally spends his first two years out of the Colony learning Cantonese, and a small jump in his third year ia justified by, the extra expense he is called upon to meet on starting his official duties in the Colony. Similor omission of a nomal step occurs in the approved scale for Assietant Superintendents of Polies who are also required to do two years language study and whose scale is $640 for two years and $720 in the third year.
In order that Administrative-officers may be informed of their position under the new scale as soon as possible, I shall be grateful for your telegraphic approval of this amendment.
