In paragraph 75 of their report Commission expressed.
view that proportion of time scale to super scale posta for
cadet officers was unduly low in Hong Kong as compared with
that in other Colonies, and suggested question of an increase
in number of super scale posts might be considered. Excluding super scale posts of Financial Secretary and Secretary for Chinese Affairs, there are at present six Class I cadet posts, After full and careful consideration I recommend that number of Class I poets be increased to 10. This would give a proportion of about 30% Class I posts the total of two time scales. This is understood to be approximately the same percentage as in Singapore, which is both geographically and otherwise Hong Kong's closest analogy, since both territories are highly contralised and do not employ more than a handful of officers on District Administration ›
29 Your savingran No. 196 point (c) suggests fixrü salary of $2,400 for Commissioner of Labour. Post 18 at present held by Class I cadet officer, and adoption of fixed Salary would remove flexibility of present system of posting cadet officers Class I to Departments whore their individusj qualitics can best be utilised. While post is held by a Class I cado, I prefer selary to be on scale recommended by Commission, but if post should at some subsequent cocasion be held by non-administrative officer, I agree that salary of $2,400 would be appropriato.
