From the papers before you, it appeared that no such efficiency bar had yet been considered although the Salaries Commission had recommended one at the end of the twelfth year of service, i.e., before the first of the proposed £90 increments.

In the circumstances, we feel that the Governor should be made aware of the position, perhaps in the same form as that in which it has now been presented to the Treasury, which makes everything very clear; and that if the Governor still wishes to proceed with his present proposals, it should only be on the understanding that an efficiency bar would be interposed at the end of the eighth year of service.
Turning to the third paragraph of your letter, we have no objection to the Governor's proposals for the salary of the Labour Commissioner. We note that you intend to reserve judgement on the question of the increase of superscale posts in the administrative service.
