Thank you' for your letter of the 25th June about the question of an increase in the mmber of Class I Administrative posts.

Let me assure you at once that we have no desire or intention to attempt to control the minutiae of administration in Hong Kong from here. The object of paragraph 6 of our telegram No. 610 was twofold.

3 In the first place, we were seeking confirmation that

the creation of additional Class I posts was justified on the grounds of responsibilities and superior duties. The reason for doing so was that there was no clear support for the argument on which the case put forward in your telegram No. 377 was based: namely, that the proportion of time scale to super scale posts for cadet officers was unduly low in Hong Kong as compared with that in other Colonies. Indeed, the comparison we made here with a number of other Colonies showed that the proportion was already high in Hong Kong rather than low. Admittedly such superficial comparisons are not determining, but, in any event, it would be difficult to accept an increase of Class I posts on the grounds merely of
