Salaries Commission's note to Colonial Secretary
contains full text of paragraphs 181 and 183 with
slight amendment and a few lines in the middle from
paragraph 182. I presume therefore intention is to
substitute this paragraph for existing paragraph 181
and to delete existing paragraphs 182 and 183.
This will involve consequential amendments in
paragraph numbering, index, etc.
2. If the Commission desire this alteration and
you see no objection to it, I would raise, none. -But
fan also
I/suggest that, in order to put the matter on a proper
basis, the Chairman of the Commission should be asked
to address to you, on behalf of the Commission, a
formal request to make the above amendments. This
seems particularly desirable since two members of the
Commission were absent from the meeting at which the
amendments were discussed.
3. At the same time you may wish to consider
suggesting to Chairman substitution in paragraph 28(ii)
of some such words as quote in which none has yet
found permanent employment unquote for the words
quote which has not yet found one worthy of permanent
employment unquote.
4. I understand that Commission's recommendations
in paragraph 196 were designed to exclude from
retrospective benefits officers who might have been
still
