The principle of granting increments for experience has hitherto been strictly limited to posts for which specific professional qualifications are necessary, e.g. engineers, legal officers, medical officers, teachers etc. Nigeria is the y colony to my knowledge in which a formula has bee worked out for granting increments to accountants or auditors.
As regards auditors although an accountancy qualification may be an asset it is not essential and no professional qualifications for auditors are laid down. If we were to grant increments for experience to auditors I think it would be necessary to limit it to experience of audit work. The only other satisfactory solution would be to fix the salary of an officer according to his age on the assumption that the minimum of the scale is linked to an age of 22. If the principle were extended to auditors it would be difficult to avoid extending it to administrative officers, income tax officers, forestry officers etc.
C.S.D. were not aware of the Nigerian arrangement referred to in Mr. Worlledge's minute. I understand, however, that the West African Governments intend to submit proposals for granting increments for experience in the case of numbers of posts and that the Nigerian Government wish to include administrative officers and other non-professional officers in this arrangement. I suggest, therefore, that the question raised on this file might be held over until the West African proposals have been considered.
We might perhaps add a paragraph to the savingram promising a further communication regarding the grant of increments for experience.
