MR. RADFORD.

3472/34

I attach a copy of a circular letter issued to its departments by the Nigerian Government (No. P.5703/5 of 19-4-47) which was sent to me by the Director of Audit,Nigeria. As a result of the circular letter, Assistant Auditors appointed to Nigeria are granted incremental credits for professional experience, as approved for Accountants, and set out in the Circular, except that the age limit in (b) of paragraph 3 is 22 instead of

23.

2. So far as I know, Nigeria is the only Colony where Assistant Auditors are granted such credits (they are in addition to the ordinary war service credits), but I think you should know of the case seeing that the matter has come up in Hong Kong.

3. As soon as candidates of pre-war age (average 22) and qualifications (generally an Honours degree) become available once more, the question of credit for previous experience will not arise for the Colonial Audit Service, but if Hong Kong are prepared to apply some arrangement such as that introduced by Nigeria for Assistant Auditors, I have no objection. In fact, it might be a good arrangement, as any thing that makes transfers between Colonies easier (as the

arrangement.
