very much better justification than Hong Kong has yet given, then we had better take the offensive now and reply to (276) oficially with a summary of paragraphs 3 and 4 of

(278), saying that we do not consider the proposal has yet been justified and that we regret that the Secretary of State aannot approve it unless he can be satisfied on the points raised. If this course is adopted I think there will have to be a specific note on the comparison between the proportion of Class I posts in Hong Kong and Singapore, since that is the particular comparison on which, for reasons stated, the Governor relies in (245) and since (judging from the manuscript notes at the foot of (245)) Singapore was not one of the Colonies taken into account when paragraph 3 of (278) was drafted.

5. My view, for what it is worth, is that Hong Kong is the type of Colony which probably would

justify a higher proportion of Class I posts than most others and yet (if such posts are to be strictly confined to "real Administrative" posts) would have some difficulty in making out a detailed justification for this. I do therefore attach some importance to the comparison with Singapore and if the fact. is, as Hong Kong says it is, that the present proposal will roughly equate the proportions of Class I posts in Hong Kong and Singapore, I should be inclined to approve the proposal.

6. I pass through Mr. Bourdillon who saw at an earlier stage -vide his minute of 18/5. Under the new arrangements with the Treasury I think it would no longer be necessary to seek prior Treasury concurrence if the decision were to approve Hong Kong's proposal, but it might be considered desirable to inform them afterwards. Mr. Bourdillon will perhaps advise on this.
