In my view, it will be extremely
difficult to justify any discrimination in this matter between on the one hand officers who were on secondment on the 1st January, 1947, and did not return to Hong Kong for retirement or any other reason, and on the other officers who were on leave at that date prior to transfer for retirement.
I think we should put this to the Governor as a difficulty which we feel might arise from the adoption of the course he proposes, saying, however, that if he feels that any representations which may be made by officers in the second category can be satisfactorily answered, we should not wish to raise any objection, adding as at B/ in Mr. Wallace's minute of the 5th April.
A savingram should be drafted for consideration on the above lines.
