In other respects, the benefits of the Revision
should unquestionably apply to him; (e.g. his
pension should be based on the revised salary of
hie substantive post.)
I think that the arrangements as set out above
should apply in Hong Kong but, in view of the
Governor's representations, officers who had actually
proceeded on leave prior to retirement before the
effective date, the 1st January 1947, might be ex-
cluded. I agree that, as recommended in para. 194
of the Report, Police Officers retiring at the age of
and
45, officers who resigned or were discharged between
the 1st January 1947, and the date of the announcement,
should also be excluded.
"Thatever date is fixed for introducing the
revised salaries or for applying retrospective
benefits, it would be impossible to avoid anomalies
or apparent inequities,
There was, for instance,
an officer in West Africa who retired on the
31st December, 1945. If he had retired one day
later he would have obtained the benefit of the
revised salaries and his pension would have been
increased by roughly £180 per annum.
