You should see the three draft communications to Hong Kong, numbered 157B, 1570 and 157D, which have been sent to the Treasury for concurrence. These deal with the comments in the Governor's long telegram at (146) on the local announcement which we suggested, and include (1570) a suggested revised local announcement.
These drafts go a long way towards meeting the Governor, and we are hoping to get Treasury agreement by next Monday. If it is not forthcoming by then we shall press the Treasury to agree to our sending a telegram to Hong Kong, giving a definite date by which they may expect our reply to the Governor's telegram and our suggested revised draft announcement.
