We also had a discussion with Mr. King regarding .14.6.. and .14).... the other day. I have just received a C.S.D. note on time-scales which I am studying. A draft letter to the Treasury with a draft telegram to Hong Kong is under preparation. These will go over to the Treasury together with the C.S.D. note. We have not yet received the air mail statements referred to in paragraph 5... of .146.. but we are not waiting for them. I will do my best to see there is no delay here, but it is a tall order, especially considering the new proposal involving additional annual expenditure of £150,000 odd in 5.714.6.

It is therefore proposed to send your personal telegram to the Governor (draft opposite). This telegram also warns the Governor of two amendments we are suggesting should be made in the Report before publication (in addition to the one he has suggested).
The telegram to Hong Kong about publication referred to in your personal telegram is also opposite. I am securing Mr. King's agreement to paragraph 4 of it by telephone and am sending it across to Mr. Serpell with a letter (copy also opposite) to-day.
