Petition by Chuang Chu Feng.

We have the honour to refer to a letter dated the 4th

August 1948 received by us from the Colonial Secretariat,

Hongkong, a copy of which is attached.

As will be seen from it, no action is apparently to

be taken on the Petition we had the honour to send you on

the 3rd June: no answer is given as to whether the Petition

is to be granted or refused.

Although the prerogative of mercy has been delegated

to the Governor of Hongkong, our client has the right of

every British Subject to appeal to the King from a refusal

by the Governor to exercise the prerogative.

As appears

from page 4 of the Petition, the Governor has already

refused.

On behalf of our client we, therefore, ask for a

reply to the Petition from the Minister to whom it was

addressed.
