I have the hon ur to refer to your telegram lio. 895
of the 29th September, 1948, about the petition by
Mr. CHỦ, NG Chu yeng and to forward in this connection
a copy of a letter, dated the 5th August, 1948 from
Messrs. Hastings and Compuny, Solicitors, Hong Kong.

2. I was advised that, in view of this letter, the
original petition of Mr. CHUẨNG Chu Feng dated › the
2nd June, 1948 (of which a copy was sent to you under
cover of my despatch No. 211 of the 14th July) should
now be treated as an appeal to His Majesty from a
refusal by youttosxercise the prerogative of mercy.

should be graterul therefore, if again drɑwing the
attention of Hessrs. Hastings and Company to the
proper chamels of communication, you would inform
them that their client's petition has been lɛid before
the King, but that the Secretary of St. te was unable
to advise His Majesty that the petition should be
granted.
3. I also enclose copies of a letter dated the
30th July, 1948 and of a radiogram undated from
CHUL NG Chu Fong addressed to the Prime Minister. I
shall be grateful if you will cause Mr. CHUANG to be
informed through his solicitors that his letter und
