As regards your further enquiry, I would draw attention to the statement on page 54 in the same paper by Mr. Leonard Jackson, who is in charge of the Hong Kong Waterworks, in which the very heavy cost of the conversion of sea water is discussed. We have not asked the Governor as to the possibility of erecting emergency filtration plants, etc
