Most necessary that investigation or Tal Lam Chung water scheme, for which Binnie Deacon Gourley were appointed consulting engineers in 1939, should proceed with all despatch. This scheme will under most favourable conditions take 6 or 7 years to complete, and water shortage which occurs certain seasons of the year likely to become progressively worse. Authority therefore requested to engage Messrs. Le Grand
Le Grand, Sutcliffe and Gell, boring oxperts, to conduct preliminary investigation at site of dam to obtain Information pertaining to foundations. Rough estimato of cost $2,300 for consultanta fee and expenses plus £2,700 for purchase of boring plant. Details are with Kenrick, Groavenor Street.

It was intended to pay for this boheme from a new loen proposed in 1941 This loan was never raised, and it is now proposed that the scheme should be financed from proceeds of the new loan which it is intended to raise to cover rehabilitation expenditure.
