when one is raised, unless you feel that the expenditure
has already been covered.)
In your letter S51336 of the 26th February to
Mr. T.W. Davies you authorized an expenditure of £145,313
on water supplies. Details of this estimated expenditure
were given in a letter from Mr. Kenrick of the 28th January
a copy of which Mr. Davies sent to you in a letter dated
2nd February (reference 59024/2/45). Of this £145,313
I understand that there is still an unexpended balance of
approximately £35,000. The purchase of boring plant
(£2,700) was not specifically mentioned in Mr. Kenrick's
letter nor of course the actual cost of the work (£2300).
You may think however that the authority given in your
letter referred to above for an expenditure up to £145,000
can be taken to cover the expenditure of £5,000 for which
the Governor now asks.

As unfortunately there has
already been a delay in
dealing with this matter here I should be most grateful
to you for an early reply and for the return or the
memorandum.
