Hong Kong Waterworks - Tai Lam Chun Investigations.
With reference to our conversation this morning in regard to the request from the Governor, Hong Kong, in telegram No. 421 of 25th June, for authority to proceed with the above investigations, I should explain that this explor- atory work was commenced in 1938, provisions therefor be- ing made in the Colonial Estimates in each year from 1938 to 1941, inclusive.
For this work there was in existence in the Colony the necessary Boring Plant which was lost during the recent hostilities there. The replacement of it therefore may reasonably be considered under "Rehabilitation", as is being done with replacement of other Waterworks Plant in the Colony.
The continuance of preliminary investigations are now most essential, reasons for which have been given in my Report of 4th July.
The Geophysical Survey might possibly be also considered under "Pehabilitation", as it is to replace information lost at the same time.
