Tai Lam Chung Water Scheme

Woodwerd has advised that boring plant

will replace that lost during hostilities, and the

Treasury have agreed therefore that £5,000

estimated as necessary for preliminary work referred

to in your telegram No. 421 may be regarded as

rehabilitation, and debited to Hong Kong Government

funds. This will predude it being subsequently

covered by a Colonial Development and Welfare grant

from the Hong Kong allocation, but will not (repeat

not) preclude consideration of the scheme as a

whole qualifying for C.D. and W. assistance
